International Expert – Senior Regional Consultant/ Water Resources Management
H.E. Dr. Mohamed Abdel Aty is a distinguished water resources expert with over 40 years of national, regional, and international experience in water resources planning, management, and development. His areas of expertise include climate change adaptation and mitigation, water diplomacy, transboundary water cooperation, integrated water resources management, flood preparedness and early warning systems, water governance, institutional reform, quality management, and sustainable development.
Dr. Abdel Aty served as Egypt’s Minister of Water Resources and Irrigation from 2016 to 2022. During his tenure, he led major reforms in water management, irrigation modernization, infrastructure development, and climate resilience. He supervised the implementation of large-scale national projects and strategic initiatives aimed at strengthening water security, enhancing resilience to climate-related risks, and supporting sustainable development.
Prior to his ministerial appointment, he held several senior leadership positions, including Head of the Nile Water Sector and Regional Coordinator of the Eastern Nile Technical Regional Office (ENTRO), where he managed regional cooperation programs among Egypt, Sudan, and Ethiopia and contributed to technical studies on Nile Basin planning and development.
Dr. Abdel Aty has extensive international experience through collaboration with regional and global organizations, participation in high-level negotiations on transboundary water issues, and representation of Egypt at numerous international forums and conferences. He is widely recognized for his contributions to water diplomacy, climate adaptation, and sustainable water governance.
He holds a B.Sc. in Civil Engineering from Cairo University, an M.Sc. in Management and Implementation of Development Projects from The University of Manchester, a Licentiate Degree in Hydraulic Engineering from KTH Royal Institute of Technology, and a Ph.D. in Water Resources Management from Ain Shams University, focusing on the impacts of climate change on Nile flows.
He also conducted postgraduate research and professional studies at institutions in the Netherlands, the United Kingdom, and the United States, including IHE Delft Institute for Water Education, Utrecht University, University of Hull, University of Maryland, Georgia Institute of Technology, United States Bureau of Reclamation, and the National Oceanic and Atmospheric Administration.
Today, Dr. Abdel Aty is recognized as one of the leading water professionals in Africa and the Middle East, combining technical excellence, strategic leadership, project management expertise, and water diplomacy to advance sustainable water development and regional cooperation.
