Prof. Dr. Khaled Mohamed Fahmy is a leading expert in environmental policy and sustainable development, with over 40 years of experience in environmental governance, economics, and institutional reform. He served as Egypt’s Minister of Environment, where he led transformative reforms in national environmental policy, advanced Egypt’s role in global climate negotiations, and represented the country at the landmark Paris Climate Conference.
As Minister, Dr. Fahmy spearheaded efforts to modernize Egypt’s environmental management systems, including regulatory enforcement, waste management, and national monitoring networks. His leadership was instrumental in eliminating Greater Cairo’s “black cloud” through an innovative, market-based solution for agricultural waste reuse—an achievement widely recognized both nationally and internationally.
Beyond his ministerial service, Dr. Fahmy has served as a senior advisor to international institutions including USAID, the World Bank, UNDP, and DANIDA. His expertise spans climate action, environmental economics, pollution control, and sustainable entrepreneurship. He also held the role of Climate Action and Sustainability Advisor at the Emirates Center for Strategic Studies and Research.
Dr. Fahmy holds a Ph.D. in Economics from the University of Economic Sciences in Berlin and currently serves as the Executive Director of the Center for Environment and Development for the Arab Region and Europe (CEDARE), in addition to his role as Professor of Environmental Economics at the Institute of National Planning. He has published more than 20 scientific studies and continues to play an active role in shaping environmental policies and advancing sustainable development at both the regional and international levels.
