CEDARE – Centre for Environment & Development for the Arab Region & Europe is pleased to announce its participation in the 41st Meeting of the Arab Negotiating Group on Climate Change, held at the headquarters of the League of Arab States. This participation reflects CEDARE’s commitment to supporting Arab coordination and strengthening joint positions in addressing environmental and climate challenges.
CEDARE’s delegation was headed by Dr. Khaled Fahmy, Executive Director of the Center and former Minister of Environment accompanied by CEDARE ‘s experts. The discussions focused on preparations for the upcoming international climate negotiations and on ways to unify Arab positions to ensure an active and influential presence in global forums.
During his participation, Dr. Khaled Fahmy reaffirmed CEDARE’s commitment to being an active partner in Arab and international efforts to address environmental and climate challenges, building on the Centre’s extensive expertise in environmental policy, resource management, and sustainable energy.
The meeting brought together representatives of Arab countries from ministries concerned with climate change, national focal points of the UN Framework Convention on Climate Change (UNFCCC), in addition to representatives of Arab organizations.
In this context, H.E. Ambassador Dr. Ali bin Ibrahim Al-Maliki, Assistant Secretary-General and Head of the Economic Affairs Sector at the League of Arab States, stated that this meeting reaffirms the League’s keenness to strengthen coordination among Arab countries and to reach a unified Arab position on issues raised in international negotiations.
For his part, Dr. Mahmoud Fathallah, in his opening remarks, stressed the importance of the issues on the meeting’s agenda, particularly those referred by the Council of Arab Ministers Responsible for Environmental Affairs, in addition to matters that the League has been negotiating for a long period.
Dr. Fathallah also highlighted the special significance of this year’s meeting, coinciding with the tenth anniversary of the Paris Agreement on Climate Change, during which Arab negotiators made extensive efforts to secure the best possible outcomes for the region. The meeting also coincides with the celebration of the 80th anniversary of the founding of the League of Arab States.
The agenda further includes key topics related to climate change, most notably: the Arab Strategy for Climate Action Finance and Mobilization 2030, the proposal to establish an Arab Center for Climate Change and Sustainable Finance, and the Arab Action Plan on Climate Issues. In addition, the meeting discusses preparations for the upcoming COP30, scheduled to take place in Belém, Brazil, from 10 to 21 November 2025.
