CEDARE and Environmental Horizon Co. Sign Executive Agreement to Strengthen Environmental Arbitration and Capacity Building

The Centre for Environment and Development for the Arab Region and Europe (CEDARE) held a meeting with Environmental Horizon Company at the company’s headquarters in Jeddah, Saudi Arabia, during which an executive agreement to their cooperation was signed. The signing was attended by His Excellency Professor Khaled Mohamed Abdel Aal Fahmy, CEDARE Executive Director and former Minister of Environment; Dr Zaki Al-Bakri, Chairman of Environmental Horizon; and Eng Amin Mohamed Ali, CEO of the company. The initiative aims to strengthen institutional partnership and enhance joint cooperation in environmental and sustainable development matters.

The executive agreement represents a joint effort to translate the existing cooperation into clear implementation mechanisms and practical initiatives that support environmental action in the Arab region, and contribute to developing institutional and technological solutions to address environmental challenges.

During the meeting, both parties outlined the scope of their cooperation in launching the Environmental Arbitration and Dispute Resolution Project, aimed at developing effective mechanisms for addressing technical and legal environmental issues, while strengthening the region’s environmental governance framework.

The meeting also explored the development of an integrated digital system for environmental arbitration, employing the latest technological tools. The system will include an e-learning platform, an environmental knowledge bank, a specialised platform for training and certifying environmental arbitrators, as well as a digital platform for managing arbitration cases and resolving environmental disputes remotely.

As part of efforts to strengthen capacity building, the two parties also agreed to launch specialised environmental training programmes aimed at developing qualified Arab professionals in sustainability, green transformation, and environmental resource management. These programmes will be delivered through modern training platforms and advanced educational initiatives in collaboration with specialised academic and research institutions.

This collaboration marks a strategic step towards integrating institutional and technical expertise, supporting the development of innovative tools for resolving environmental disputes, and establishing an advanced regional framework for environmental training and arbitration, thereby contributing to sustainable development efforts in the Arab region.
