Call for Tenders: CEDARE is seeking an External Auditor for the Waste2fashion project under the Interreg NEXT MED Programme.
The selected controller will be responsible for independently verifying all expenditures declared by CEDARE under the project. This assignment covers the preparation of six Expenditure Verification Reports (EVRs) throughout the 36-month duration of the project.
Deliverables
- Six (6) signed Expenditure Verification Reports and related checklists.
- Language: All deliverables must be submitted in English.
Eligibility and Qualifications:
✔ Registered in the General Registry of Accountants and Auditors (Ministry of Finance)
✔ Member of the Egyptian Society of Accountants and Auditors  (Certificate of the Egyptian Society of Accountants and Auditors (ESAA)
✔ Experience auditing at least 3 joint-stock companies within the last 5 years
✔ The auditing firm must have a minimum of five staff members (Form 2 issued to the National Organization for Social Insurance at the beginning of each calendar year).
✔ There has been no reissuance of audited financial statements within the last five years.
✔ Must have no outstanding tax or social insurance liabilities
✔ No judicial judgments have been issued against the firm during the past five years (A recent extract of the professional practice certificate issued by the Commercial Syndicate).
Interested and qualified parties are requested to submit both the technical and financial proposals, along with a Declaration of No Conflict of Interest with the Centre for Environment and Development for the Arab Region and Europe (CEDARE).
Evaluation and Submission
Proposals will be evaluated based on a weighted scoring system, with 70 points allocated to technical quality and 30 points to the financial offer.
Tenders must remain valid for 30 calendar days from the submission deadline.
