3. Road to Sustainability Compliance

A good approach is to use a Sustainability Compliance Checklist at every project stage, with clear evidence and a “Go / Conditional Go / No-Go” decision.

Sustainability Project Checklist

Area Key question Evidence / KPI Status

  1. Need & Purpose Does the project address a genuine long-term need? Needs assessment
  2. Environmental Have environmental impacts been identified and minimized? EIA, biodiversity assessment
  3. Climate Resilience Can the project withstand future climate risks? Climate-risk assessment
  4. Water: Is water consumption minimized and reuse maximized?Water-efficiency/reuse indicators
  5. Energy & Carbon Is energy consumption and GHG emissions minimized? Energy intensity, CO₂
  6. Materials & Circularity Are sustainable/recycled materials and waste reduction considered? % recycled materials, waste recycled
  7. Social Does the project provide positive social benefits and avoid harm? Employment, accessibility, stakeholder feedback
  8. Economic Is it financially viable over its whole life? Lifecycle cost / benefit analysis
  9. Design Are sustainability requirements incorporated into the design? Design compliance review
  10. Procurement Are sustainability criteria included in contracts? Green procurement clauses
  11. Construction Are sustainability requirements actually implemented? Site audits, waste/energy/water records
  12. Operation & Maintenance Can the asset operate efficiently for its intended lifetime? O&M plan, efficiency KPIs
  13. Monitoring Are sustainability KPIs continuously monitored? Dashboard / periodic reports
  14. Stakeholders Are affected communities and stakeholders engaged? Consultation records
  15. Continuous Improvement Are lessons learned incorporated into future projects? Post-project sustainability review

The testing mechanism

For each checklist item, use four simple questions:

1. Requirement defined? → 2. Requirement designed? → 3. Requirement implemented? → 4. Requirement verified?

This creates a closed-loop sustainability assurance system.

Recommended scoring

  • 🟢 Green: Fully compliant — evidence available
  • 🟡 Amber: Partially compliant — corrective action required
  • 🔴 Red: Not compliant — project cannot pass the sustainability gate

Most important principle

No project should move to the next stage until its critical sustainability requirements have been tested and verified.

For example:

Concept → Sustainability screening → Feasibility → Sustainability appraisal → Design → Sustainability design audit → Procurement → Construction audit → Commissioning → Operational sustainability audit.

For water and infrastructure projects, I would add specific tests for water efficiency, treated wastewater reuse, energy consumption, climate resilience, flood/drought risk, ecosystem impacts, social benefits and lifecycle cost.
