Consultancy Firm for Market Assessment and Private Sector Engagement

The Centre for Environment and Development for the Arab Region and Europe (CEDARE), through the Smart Villages Project funded by the Drosos Foundation, invites qualified and legally registered consultancy firms to submit technical and financial proposals to undertake a Market Assessment and Private Sector Engagement Study in Atfih District, Giza Governorate, Egypt.

The Smart Villages Project aims to promote the economic independence and community resilience of women and youth through climate-smart agriculture, innovative technologies, entrepreneurship, and market-oriented local development. As part of the project, CEDARE seeks to identify commercially viable and sustainable income-generating opportunities and strengthen market linkages to support the establishment and growth of 20 climate-smart micro and small enterprises in the target communities.

The selected consultancy firm will conduct a comprehensive market assessment, agricultural value chain analysis, private-sector mapping and engagement, and institutional capacity assessment to generate evidence-based recommendations that will guide enterprise selection, business incubation, financing opportunities, and sustainable market integration.

The assignment is expected to be completed over an estimated period of two months from the date of contract signature.

Eligibility

This call is open only to legally registered consultancy firms with demonstrated experience in market assessments, agricultural value chain analysis, enterprise development, private-sector engagement, business incubation, and rural economic development. Applications from individual consultants will not be considered.

Submission Requirements

Interested consultancy firms should submit the following:

  • Technical Proposal (maximum 20 pages, excluding annexes) demonstrating the firm’s understanding of the assignment, proposed methodology, implementation approach, work plan and timeline, team composition and level of effort, relevant experience, and any other information requested in the Terms of Reference (ToR).
  • Financial Proposal, including a detailed breakdown of professional fees, fieldwork, travel, data collection, workshops/meetings, and any other costs required to complete the assignment.
  • Supporting Documents, including:
    • Company profile and legal registration documents.
    • CVs of the proposed Team Leader and key experts.
    • At least one sample of a similar assignment.
    • References or evidence of successfully completed comparable assignments.
    • Any other supporting documents requested in the Terms of Reference (ToR).

Note: The maximum page limit for the Technical Proposal excludes the cover page, table of contents, CVs of key experts, company profile, company registration documents, work samples, references, and other supporting annexes. No page limit applies to the Financial Proposal.

CEDARE reserves the right to accept or reject any proposal, in whole or in part, and to cancel or amend this call for proposals at any stage without incurring any liability or providing justification.
